Actually, it should be required that no one reports until all report. Period. No exceptions. And if that means a wait, then so be it.

1. All report they are ready to count. 2. All count at same time with zero communication devices in the counting room. 3. All report at same time.

And, Broward County in Florida. On election night, when the rest of the counties were counted at 100%, Broward was still at 17%. (Around 11:00) Broward voted something like 4-1 against Scott. That's why it took so long to declare Scott the winner for Governor.
