I don't understand the logic, my Sister in Fullerton said it was 93 degrees there yesterday. I guess some bureaucrat needed to justify his or her existence or job.

It happens. Citrus growers often used smudge pots in the winter to protect their crops. Average low in Upland is 42 in Dec and 43 in Jan.
