Is it hype, fact or somewhere in between? I use public ranges so I can`t do ballistic experiments on stuff like melons, onions, or gelatin blocks.

It sells for over 50$ for 20, 9mm rounds! Now they make .380 though, last I looked it up, they didn`t.
