I suspect that the reason the food quality is similar to prison food is that they have the same primary concerns. Cost (time) of onsite prep, and cost of the food itself.

Then there is the issue of offering foods to the kids that they recognize and are willing to eat. Sushi might be acceptable at some schools in CA of HI, but would likely go untouched in upstate NY. I also think many students today would not touch staples of 40 years ago like salisbury steak and meatloaf.

Then there is the issue of portion size where most of the images I see are in my opinion half to two-thirds what they should be.

Yeah? How do prisoners bulk up in the weight room without lots of protein and other food?
