Hazing was and still is a necessary part of growing up; unfortunately, that aggressiveness is being bred out of our youth. If you can, as a Scouter, get them thru this period in time, then that’s precisely where you need to be, and good on ya!
You’re still an Eagle Scout Old Sarge and always will be...unless you reject it. Regardless of what the BSA may have done recently, it is an accomplishment worthy of admiration and respect.
Mild hazing/teasing is not the same as bullying, I agree. It can be an effective method of changing behavior.
