Might try it in safe mode...If it installs, it may then not run in normal boot...so...
There are dozens of issues reported on the ms forums...but it seems that you really need to be logged on as admin, and there are issues related to certain running services. One was the tablet pc service that was interfering...other issues related to user profiles...for example.....
A question I would have in similar circumstances is: Is it the CD/DVD ROM (hardware) or is it something with Windows (software)? You offered a clue when you said that you tried to install something else from the same drive with similar results (failed install).
If you have sufficient disk space you could try copying the install files from the drive to your local “C” drive and run the installation from there (typically a “setup.exe” or “Install.exe” - remember to choose “Run as Administrator). If the install succeeds you may have a hardware failure with the CD/DVD player. If it fails again your problem likely lies within the operating system.
