If the dog was in pain, he would move.Why would you wait for the dog to be in pain? Good parenting would have him disciplined for stepping on the dog in the first place.

You have been the parent of a child with Downs Syndrome? If you haven't perhaps you should reserve judgment on criticizing the parenting skills of a person with a Downs Syndrome child.
