He does mean it, my friend.
There was a firefight last week between Canadian forces training Iraqi's and ISIS forces. The Canadians went from training mode to example mode. ISIS got lead poisoning.
As for the ROE, if they get shot at, their orders are to kill the enemy: "Defence Minister Rob Nicholson... said..."we didn't put limits on their (Canadian forces) abilities to advise and assist the Iraqis."

And even if it did, the Kurds (who are Sunni Muslims by the way) would turn on us in an instant if they thought it would get them what they want.
