Debriefing comes after a briefing. Like, if you go on a mission, you get briefed beforehand, and debriefed afterwards.

It can also mean “without one’s briefs,” far more apropos in the case of our bill.

I’m Army; I know what the meaning of the word is. I also know what the meaning of, ‘is’ is, LOL!
