I suspect that if the state legislatures still uniquely controlled the Senate as the Founding States had intended that it would be more difficult for corrupt federal politicians to promise voters sexual freedom-related laws to win votes. The state can do it with a couple of adults to 50 or a 100 children and by the way, the childrens' education is no longer subject to reality of family rearing. A side effect is the rearing of females to be freely available to men, especially party members.
