Interesting problem. I don’t think it’s software, I think it’s hardware.
Most likely you have a stuck key on your keyboard. I had this problem once, and every web page I went to, it scrolled to the bottom. If I scrolled back up, it would just go back down.

sometimes when I refresh it jumps to the top of the page and sometimes it stays at the last comment ,luck of the refresh
