Moving forward, the University will use descriptions only when there is sufficient detail that would reasonably help identify specific individual suspects or groups of suspects

So unless the 'University' deems that there is enough detail to make the description apply to just about anybody (i.e. not offend protected groups), they'll avoid any general characteristic that would significantly narrow the search down & lead to a resolution, such as sex or skin color.
