These were probably Mexican drivers that are part of the North American Free Trade Agreement's (NAFTA) open, cross-border long-haul trucking program that Obama is now implementing.
I believe these illegal truckers were headed to their new homes in Wisconsin because they feel 'safe' there. In fact, truck driving is Wisconsin's most common job. Go figure.
