Isn’t there an essay floating around called “Ten Handguns Against Tyranny” or something like that? About the resistance/uprising in the Warsaw Ghetto during WWII? Not sure if I’m remembering correctly. I don’t have time to search for it at the moment.
I think the gist is - use a handgun to cap lone enemy soldiers, take their rifles and grenades, use those to knock off a larger force or military vehicle, capturing those weapons and ammo, and so on. I think that was the idea behind the single shot liberty pistols the Allies dropped into occupied Europe. And also probably just to sow some fear in the enemy about getting capped in the back of the head when out in public in occupied territory.

Well, put in mind that the German military was also engaged in a war with both the Russians on one side, the United States & Britain on the other, so their resources cannot be considered accurate in comparison to what your usual tyrants would have when disposing of their enemies. They ultimately carpet bombed the place, which a regular gun is close to useless in doing anything about.
