Don’t know if Ted Cruz has read it, but he seems to get the concept as outlined in the last sentence of this quote from the article:
“Even so, the truth is that one man with a pistol CAN defeat an army, given a righteous cause to fight for, enough determination to risk death for that cause, and enough brains, luck and friends to win the struggle. This is true in war but also in politics”

Isn’t there an essay floating around called “Ten Handguns Against Tyranny” or something like that? About the resistance/uprising in the Warsaw Ghetto during WWII? Not sure if I’m remembering correctly. I don’t have time to search for it at the moment.
I think the gist is - use a handgun to cap lone enemy soldiers, take their rifles and grenades, use those to knock off a larger force or military vehicle, capturing those weapons and ammo, and so on. I think that was the idea behind the single shot liberty pistols the Allies dropped into occupied Europe. And also probably just to sow some fear in the enemy about getting capped in the back of the head when out in public in occupied territory.
