What's interesting is that the dead guy made bank on the fact that he was going to get offed by the police.
Wonder why it was such a surety in his mind?

That parts easy to explain: the police now see the civilian population as them, thinking of themselves as military-in-nature, the people have become (at best) uncaught perps and (at worst) enemies of the state that need to be put down. (IOW, just degrees of deserving hostility.)
Commander William Adama: There's a reason you separate military and the police. One fights the enemies of the state, the other serves and protects the people. When the military becomes both, then the enemies of the state tend to become the people.
