If a bar tender keeps serving a guy and then let’s him drive and he kills someone with is car. I guess that is blood money too - taken by the bartender. And if the town or state does not punish the bartender and simply looks the other way while collecting tax dollars, than that portion of the tax dollars can be considered blood money too. My opinion.
