Why do you avoid the question where you live?

What you describe would end up in never ending lane changes, over and over and over again.

gutsy is precisely right. Most states have laws about this. What do you think the “Left lane for passing only.” or “Slower traffic keep right” signs mean?

And yes, it does mean a lot of lane changes. If you don’t want to ever have to change lanes, stay in the right lane and do about 5mph less than the speed limit. Otherwise, you have the responsibility, and in most states, are legally obligated, to stay out of the left lane except to pass.
