In the 1980s my neighbor was a US Customs agent.
He told me Castro had pulled off the Mariel boat lift to shut down the dope coming into the US because the Columbian drug lords had tried to go around Castro’s Cuba so they wouldn’t have to pay him.
The Columbian drug lords didn’t want to bring their coke up through Mexico because the Mexicans would then control the flow of dope.
The drug lords had to pay Castro or risk loosing most of their dope to seizures by the Coast Guard or other law enforcement.
The dope running operation into Mena, Arkansas and the start of the Gulf Cartel in Mexico was directly related to the drug lords not wanting to pay Castro for running the dope.
