“Ticket punching” as in “getting your ticket punched,” in order to move upward in the rank structure.

he mentioned that a lot of boys today simply “gundeck” the process toward the end.

I hope such young men are called out on this when they must provide documentation that is verified by Scout Master and sometimes parents. Such individuals as you mention are not deserving of the Eagle badge.

Gun decking. Completing documentation fraudulently. Barry’s eligibility was gun-decked. John Kerry’s Purple Heart awards requests were gun-decked.
