Maybe dishwashers, sinks, bathtubs, washing machines, and gutters / downspouts are supposed to drain into the pool?
I similarly wondered where one was supposed to obtain the "recycled" water mentioned in the article, too.

Recycled water is that which has gone thru a sewage treatment plant...at least in the cities. Where I live recycled water is what you get from springs that are recharged from rain and snow runoff.
