The fact of the matter is that Amtrak had already committed to installing an automated train braking system on that segment of line -- and the funding was in place to do it.

It was scheduled to be done later this year ... and it was mandated under an act of Congress back in 2008 (that was under the Bush administration, folks) that established a 2015 deadline for the systems to be installed.

In the immortal words of radio legend Don Imus ... I'm guessing Cher didn't make these comments on her way home from a Mensa meeting.
