Absolutely! Anyone can get or make a weapon or a bomb or misuse an object to cause injury or death.
It is illegal to act as a straw buyer to purchase a gun on someone else’s behalf, even for someone who is not a felon. It is also illegal to provide a gun to a convicted felon.

(1) is under indictment for, or has been convicted in any court of, a crime punishable by imprisonment for a term exceeding one year;

(3) is an unlawful user of or addicted to any controlled substance (as defined in section 102 of the Controlled Substances Act (21 U.S.C. 802));

The article I read said he had been arrested numerous times, said nothing about him being a convicted felon.
That is neither here nor there, considering his Dad or uncle that gave him the 45 for birthday gift had to have known he was taking psych drugs and had mental issues the giver holds some responsibility here.
Hate to burst yur bubble, but the 2nd Amendment isn’t pure black or white. Although I couldn’t quote the specifics of the law or the SCOTUS ruling, felons are not allowed to possess any firearm.
Like giving guns to seriously mentally disturbed, felons not having guns sounds like a reasonable idea too. Only a suicidal libertarian society would go strictly anything goes with the 2nd Amendment.
