How are you going to go to the moon or build Hoover dam or the Golden gate bridge?
A fence is linear construction. It simply cannot be built upon rocky cliffs and river banks. Better money and resources could be spent on manned posts and drones rather than a fence.
The border that is true land...yes a fence should be built.
