She was arrested for kicking him. He never ordered her to put out the cigarette. He asked her to then proceeded to get her out of her car before giving her the warning.
BS...she was under arrest when he removed her from the car...for refusing to put out her cigarette.

He had already written the warning and was ready to let her go on her way...until she disrespected his authority.
I’m preety sure if she wasnt stupid enough to kill herself she would have had the whole thing thrown out by a judge later in court.
He asked her to please put out the cigarette. When she "took an attitude" and "back-sassed" him, that's when he started the confrontation.
