The inner cities contain very few law-abiding whites -- they have moved out and let the blacks, latinos, etc. in. Inner cities are inherently dens of iniquity and always have been, even in Dickens' time. It is probably largely because (a) life in crowded cities is artificial and inimical to the human psyche, (b) anonymity attracts criminal elements which would not fare well in villages, where "everybody knows your name".
That's my theory.....

Whenever I travel to a strange place, I check the demographics and crime rates. The race and crime correlate very strongly. You can find cities where whites are in the 90 percentile. I know cities suck, but the correlation is not the city.
