Tax remittances and there you go. I keep seeing this idea casually thrown around. While I am strongly in favor of the idea, it is not something the president can do unilaterally. Congress would have to pass it, and it would be sure to be filibustered in the Senate. With that in mind, how do you think Trump would win over enough Dem senators to overcome a filibuster?

He could do it through Executive Orders, but would have to
go to Congress for the money, if needed.
