The use of “of” when “have” should be used:
I should of known the answer:

“That” thrown in for no reason:
She knows that there are books at the library.

There is no such thing as “concerning” in that context; it should be “of concern”. Fox people are using this more and more, and radio. I hate it. That legitimizes the idiots.

Your example, though, works grammatically; this "that" isn't simply gratuitous.
