I actually remember that. My ears perked up because I had remembered the Soviet incident from 1979, and the microwaves they were beaming into the Embassy. One of my college friends had a brother who was in the military detachment guarding that Embassy, and when it came out, the brother confirmed it was common knowledge around the place that the Soviets were doing it to degrade Embassy staff cognition and readiness.

The claims of the microwaves being used for passive eavesdropping may have been true, but this was a secondary benefit. The benefit the Soviets were hoping for was the performance degradation.

I think this guy approached me in a gas station in DC about 3 days before the Navy Yard shooting. I rode a sport bike a thousand miles to the 2 million bikers ride on Sept 11, 2013. My group was planning an "iron butt" ride home, (1000 miles in 24 hours). I was loading up on energy drinks in a gas station about 4:30 am and when I closed the cooler door, there he stood... or at least someone that could have been his twin. I didn't ask his name. I had on a yellow Gadsden flag T-shirt and this guy asked me (with a chip on his shoulder) what the "snake - don't tread on me" meant. I graciously explained the history with a smile and ended my long winded explanation with the comment that our Navy ships in a combat theater still fly the Navy Jack to this day. His attitude changed from aggression to a nod of approval and he even said, "thanks man". I asked the other riders at the pumps if they saw him and nobody did and the area we were fueling at was very well lit and deserted. The guy made me nervous and I kept a watch for him until we rode out. Then a couple of days later, the shooting took place and when they showed his mug shot, I jumped out of my chair and pointed at the TV and yelled to my wife, 'that's the guy I told you about that snuck up behind the cooler door!'.
