The General was John Sedgwick, who was the highest ranking Union officer killed in the war. He was exhorting his artillerymen during deployment not to worry about Rebel sharpshooters.
What he said was: "Why are you dodging like this? They couldn't hit an elephant at this distance."
The popular account that those were his last words, or that he did not even complete the sentence is false. He was killed within a few moments of saying that, but they were not his literal, final words.
