I thought the same thing. Telling a company whom they can hire is as intrusive as anything Obama has done. Just make it more difficult for people to come here and work.
That is not what Trump said. He said termination of employees for H1-Bs is patently wrong (and against the unenforced law).
Fire your own employees for other Americans or permanent residents, but not for H1-Bs.
