It’s for more practical reasons than just that. Europe needs fresh blood to fund their welfare states, because they are breeding even less than we are. We have the same problem, but at least our politicians are just trying to import Mexicans to solve it instead of a bunch of terrorists.
I've always thought that might be the real motivation behind all the government open-border policies, but no politician wants to admit it.

Europe’s fertility is a lot lower than that of the U.S., they are literally dying out. Here in the USA we still have a few Christians who are wiling to be fruitful and multiply.
The real story here is that the end of European Christianity has brought about the end of their viability, the only choice Europe’s bureaucrats see is for them to become a franchise of Middle Eastern Islam.
When you hear reports of villages of 100 people being forced to accept 1,000 refugees it’s worth noting that the reason those villages only have 100 people is that no one there has had any children for generations.
Unfortunately these immigrants seem far more likely to exhaust than to replenish the funding of Europe’s social welfare system.
