Income is what keeps them going. If you cut off their oil, they will have no money to buy food and medicine.
One train of oil is nothing when you have so many oil fields.
The Russians are not to overly interested in collateral damage and their ROE is very unrestrictive, i.e. “if it moves kill it, if it doesn’t move bomb it.” I believe the Russians follow a philosophy put into words by General William T. Sherman. “war is the remedy our opponents have chosen, so I say lets give them all they want.”
