I always thought that, if they really trapped the tides for hydro power generation, it would put a drag on the earth-moon interaction and slow down the earth’s rotation... a wee bit.

Almost certainly true, the lagging response of ocean tides is the primary cause of moon-dragging causing the earth to slow down (about 0.002 seconds per day per century) and the moon to move into a higher orbit (about a 3.8 cm per year.)
