Because many blacks and minorities have been fined or arrested for it. They would rather legalize this disgusting behavior than enforce basic rules of public sanitation.

More blacks and other minorities are arrested for theft, robbery, and other crimes as well. Does this mean that laws against theft and violent felonies are "discriminatory," and do we need to repeal such laws as well in the name of equality?
