I think people who quote that quote from Carson need to remember how wordcraft was never a strength of Carson. He always struggles for choice of words and phrases.
My guess is that he meant of Trump is that Trump’s statements are not as harsh as people are making them to be; and that, in private, he is much more genteel than he is on the stump.
