Since you seem to have a good handle on the rules, I would like to ask a question.

Rule 12 sets out the procedure for amendments to rule 1-11 and 13-25 by vote of three fourth of the entire membership of the Republican National Committee but it also specifies that no amendment shall be adopted after September 30, 2014.

I don’t see any provision for amending rule 26-42 by the existing Republican National Committee. Does this mean that any change to existing rules could not be adopted until the new convention is convened and, at that time, would have to be voted on by the newly seated delegates?

I know this whole rule issue is rather confusing and many folks are being unduly upset by all the wild speculation. Any light you could provide would be appreciated.

There’s been a lot of talk that they can change the rules anytime. I believe that’s true to some extent. They simply amend rule 12 first and move on.

The intent as I understand it is that the convention rules are to be adopted by the convention, in advance, so everyone knows how to plan, assign delegates etc.

I believe, but don’t know for certain, that the rules committee would propose a rule change and that they would then need to make that change the first order of business in Cleveland.

I appreciate that some members are rightly concerned about the appearance of impropriety, and are seeking transparency. Whether it works, only time will tell.
