It makes no difference as to his eligibility. He is eligible either way.
Crackpots talk about bases being "US territory" or some such nonsense. But (1) it doesn't matter and (2) if a base were US territory, then any babies born to Panamanian parents on base would be anchor babies, but they are not!

The senate thought it made a difference because he was born out of the US. They say that in the resolution. The resolution covered McCain.
Now comes Cruz and he’s hanging out there without a resolution and not born in the Zone or on a base or to US military family.
