1. Go to affiliated Comunity College for first two years while living at home and working part time.
2. Matriculate to state college system for years 3 and 4 while continuing to work part time (full time in summer).
3. Take a year off and work full time if necessary.
4. Actively apply for every scholarship that applies to you.

Most can achieve a bachelor’s degree with no debt.

I just explained this to my granddaughter who is a sophomore. She’s wanting to go to college in Oregon and is worried about how to pay for it. Your formula is almost exactly what I gave her to go to college and not owe anything when done.
It’s exactly what I did.
