Although I don't have any references at my fingertips to back it up, Rummy was for Iraq being divided into multiple States from the get go. He lost that argument but I have a feeling that Bush left the way he did rather than taking the long term occupation approach because Rummy won him over due to the ease with which US troops were being targeted by any and all terror groups who could put a few dozen people into the fray.

Looking at what could turn into something like the protracted occupation of Northern Ireland I figure Bush came around to letting the place fall apart and reform into multiple States rather than hanging onto what amounts to artificial borders the Brits created at the end of WWI.

If the idiots hadn't decided taking down Libya and Syria were good ideas, Iraq as multiple States would be a manageable situation preferable to either the current situation or the situation prior to the 2003 invasion when we were in fact already pretty much enforcing a multiple State solution by patrolling the skies and protecting the Kurds.

Leaving Iraq was a very poor decision. It takes 50 years to completely stabilize a nation, After all, we’re still in Germany, Japan and South Korea, which are all prosperous nations to this day. Had we stayed in South Vietnam, it also would have been one of the most successful nations with a vibrant economy.
