My wife and I Foster parent, #1 reason kids are in the system is their parents drug use.
Destroys their kid’s lives and cost the taxpayer a ton of $.

It is implied that the hit men may have been associated with the Mexican Cartel. They don’t want no stinkin’ competition.
If true, watch the authorities try to cover it up. Can’t have any bad publicity associated with those who are only doing the jobs American won’t.
Saint Valentine’s Day murders in Chicago, seven killed. The quote of the time was “Only Capone kills like that”.
April 2016, 8 killed in rural Ohio in a very professional hit, including 3 women and a 16 year old. Quote for today, “Only the Cartel kills like that”.
I don’t think it was the cartel, they would have killed the infants too.
It almost certainly had to be someone well known to the family.
