I'm surprised by statements like this. I live in a prosperous NYC suburb in NJ. One of these stores opened about five years ago near me. I have found it to be clean and to offer good value on many of the things they sell.
But I don't expect to go back until and unless they apologize to those of us who are not mentally ill.

Here in Indiana at least, Target is the “un-WalMart”.
