EXCLUSIVE: Woman says her developmentally disabled sister was raped while at state-run group home

A nonverbal, developmentally disabled woman was raped under the supervision of a state-run group home, the sister of the alleged victim claims — and officials did nothing to address the alleged abuse, she told the Daily News.

The disabled woman — who cannot legally consent to sex — was diagnosed with a sexually transmitted disease in 2004 while under the care of Union Avenue IRA, according to a Manhattan federal lawsuit that will be filed Monday.

“What went through my head was that my sister was raped by somebody,” said L.K., the alleged victim’s sister, adding that the 47-year-old woman still endures physical abuse at the Bronx residence where she has lived since the early 1990s.

Don’t know what happened in this case but I worked for a place with developmental handicapped people when in college and they do know what sex does to them. Young women an men had no qualms at self stimulation or encouraging mutual stimulation.

At one time, families actually took care of their own! Now, just institutionalize them and pay the bill. Actually, by putting them in, they can get the gum’t to pay!

At one time, families actually took care of their own! Now, just institutionalize them and pay the bill. Actually, by putting them in, they can get the gum’t YOU AND I to pay!

Sometimes they can't. It's understandable. What is not understandable is dumping a relative in these places and never checking on them. Ever. Should at least make several unannounced visits every week. Keeps them on their toes. Even if it's not during visiting hours. That way you know what is going on. Abuse happens in places like these when no friends or relatives are around to check up on them. That is how staff get away with it.

You don’t know much about this woman. Are her parents even alive? If she needs full time care, how can they take care of her.

What happens after the parents are dead?

It’s horrible what happened to her. Her parents probably tried to do what was best for her.

I would also much prefer the government take care of special needs people than able bodied illegal immigrants or able bodied drug addicts.

That’s not very fair...

I have a very close woman friend (high school sweetheart) who’s son was hit by a drunk driver when he was 12. (he’s now 47) He suffered brain damage and has been disabled physically and mentally since then.

In his case, his mother has taken care of him all these years and still does to this day. However, his mom’s a Saint and most parents are not... Most people, regardless of their resolve, are simply not able to do this.

Don’t judge them so harshly please. And as far as the government paying, she doesn’t get any help but the drunk driver happened to have deep pockets, and the kid is very well off. If that were not the case, she would probably not be able to do it without government help...

The institute is trying to blame another person. However others are whistleblowing and saying caregivers were abusing patients sexually, physically and other ways too. So you can just see the stonewalling all the way where you are. They will never admit it. STD’s can be traced back to the person who originally infected, but finding that person might be difficult. Most workers in those places are here today, gone tomorrow.

Plus a lot of women have to work and just can’t care for a child like this. It takes all your time.

Also it’s a drain mentally. Some just can’t do it forever. They need a break. I don’t blame them. 24 hours a day, 7 days a week no vacation.

There is no excuse for the way they are treated in these places. These people should be horsewhipped for doing this.

So, your idea of family responsibility is to give your loved ones up for this type of possible abuse. I simply state that it is not society's responsibility to care for our loved ones. It is a FAMILY responsibility. Statists prefer gum't to provide for all their needs. Good luck with that!

Who decided that this woman should be unwillingly celibate for her entire life? It seems to me that is a crime which always goes unpunished.

Whistle blower gossips investigators with agendas? Your right about the turn over in these places. STDs is vague as some may be around for a long time before discovery or misdiagnosed by health providers not looking for STDs. Unfortunately our legal system requires the institution to claim innocents till fact proves other wise.

I have a very good friend whose 22 year old son is the equivalent of a 2 year old. She took care of him for many years, but then her husband had an affair and divorced her.

She had to put her son in a home so she could work. She also said he is too big for her to even take care of him because she can’t lift him anymore. He has multiple seizures too that are very hard for her to manage by herself. She would not be able to slerp.

She hates it. There are days she is so torn. She visits him almost every day.

She is one of my close friends and a very dear Christian woman.

I have other friends from church that are elderly and have a very disabled daughter. A few years ago they moved her out of their home. They said the research is that it is better to transition a disabled person before the parents die. The parents can help them transition to a home if they are alive.

I have a disabled daughter. She has a brain injury and we didn’t know how she would do. I researched a lot about how to take care of her. We’ve been lucky because she has turned into a very capable young lady (4.0 in college).

William syndrome is real interesting. un like most low IQ people a person with Williams syndrome has high social skills and by mimicking the behavior around them can blend into most social situations. with initial contact you might not realize the person has an IQ below 80. they might mention something complex but have no real understanding of what they have said. there are a few facial Charistics and there are dental problems associated with it along with sensitivity to sound.

hopefully this will give an understanding to you.
