What is the difference between U.S. nations and U.S. citizens? I thought it meant the same thing.

It may only be a relevant distinction when it comes to American Samoa. And some place called Swain's Island. More here

After reading up yesterday, that’s what it seemed to me. I’m still in the dark about Gabbard’s situation. Or why her father had to be naturalized, his father was US citizen and his mother was Samoan (American Samoa). I wonder if the legal situtaion was the same as now, or different, when he was born.
