Every state issues alcohol permits. Are they liable for drunks murdering people every year?

Pot is illegal at the Federal level. A state’s law cannot exceed or modify Federal law.

Alcohol, guns are not illegal at the Federal level. Pot is.

Alcohol can be consumed in acceptable levels to still drive a vehicle. Pot, not so much. That's why bar owners are responsible for drunks when they leave their establishment visibly drunk, get in a car, and kill somebody.

No. But taxed alcohol isn’t illegal under Federal law.

Some take it a step further. WA state ferries -which are technically part of the highway system- serve alcohol in their galleys.
