I hate being so skeptical about something so potentially serious but this administration has been pretty disingenuous when it comes to getting money from Congress and using it for intended purposes. There have been lots of things said about Zika and funding from both sides and "may have arrived" makes me question the validity.
I can say a million US citizens "may die" from Zika. I don't think it's likely but could happen so why isn't Congress providing funding for it.
I could be wrong. Maybe the CDC is just saying we need a bigger wall between us and Mexico so we can screen everyone coming in and keep out those who may be infected.

ANSWER : Congress says that there is still money in Barack's funds left over from the ebol virus outbreaka,
and that those remaining funds should be used first before asking for new funding for the Zika virus.
