Over its long history of 116 years, BSA has tried many different approaches to recruiting non-white youth into the program. BSA is still considered a "white" youth program in the U.S. And the white population is decreasing.
Membership in troops has been in a steady decline since 1973.
The 1st homosexual BSA volunteer went to court against the BSA in NJ in 1980.
The SCOTUS ruled 5-4 in BSA vs. Dale in 2000 that the BSA was a private organization whose membership rules could exclude homosexuals.
Volunteer members of the BSA National Council voted in 2013 that open homosexual youths could be members by a 61% vote.
In 2015 the volunteer members of the BSA National Executive Committee revised membership rules to accept open adult homosexuals.

AT&T CEO Randall Stevenson is the newly selected volunteer BSA National President. This was all in place as early as 2013, and probably before. Stevenson supported membership for open homosexual youths and adults back in 2013.

It will be interesting to see if Gates' prediction of a rebound in Scouting membership occurs with new corporate sponsorship supposedly coming on board. Color me skeptical. I don't think it has helped membership in the GS-USA.

Those are the facts.

The BSA had and still has as a private association Constitutional clearance to do what is right as founded, but they chose this path instead for access to "free stuff" from the government as long as they toe the line on Leftism.
