Here all ballots must be initialed by a clerk from each party
If they initial the ballot they are certifying they have certified authenticity. Clerk can be held liable for fraudulent ballots.
Should be easy enough to see who is certifying the ballots and hold them responsible before ballot is sent through machine. The clerk of those counties is responsible to appoint election boards who challenge the absentee ballots. Presenting the list at primary and fall by a certified poll watcher should stop the shenanigans
The clerk is doing the voting. People don’t walk into a polling place and vote for a dead person. After the poll closes, the clerk looks at all the unused ballots and votes for people on the list who didn’t vote.
They have no idea if the people are dead.
