“What the heck has whether some city worker can bring a puppy to work with them, or not, have to do with kicking out a fully grown library cat?”
I can almost guarantee you it had something to do with”fairness”.
The Mayor (a person identifying as a female) of a small town in Missouri demanded that the town dog be forbidden to ride in the cab of the City truck. She said that it wasn’t “professional.” These are the guys who repair the sewers. The City Council voted a compromise and got the dog out of the cab, but allowed him to ride in back.
I’m guessing someone with allergies complained to start the hairball rolling...

Yep it’s a piss fight amongst the city employees. Another employee wanted to bring
a dog to work at city hall and was denied. Thus to put an end to the animals at
work the cat had to be removed.

Cats shed. That might present another problem if the individual takes a book home and it has cat hair on/in it. Yes, I do have a cat and she sheds everywhere. Impossible to remove it all.
