If it happened in the US it would have been stripped by looters long ago. Stuff that glows in the dark is just easier to steal at night.
There was a story some 30 years ago about a South/Central American medical facility that went bankrupt, and the place was stripped by scavengers, including dismantling some nuclear device. I think it had a piece of radioactive cobalt as the primary source.
The guy that scrounged it carried it around as a good luck piece, and it did a number on him, including destroying a good chunk of his thigh.
